Privacy and Security

The Commonwealth of Kentucky takes customer security and privacy very seriously and is committed to protecting the personal data we collect. We collect only the personal information necessary to provide enhanced services to our citizens and customers.

Please note that all non-exempt information collected may be subject to public disclosure under KRS 61.870, the Kentucky Open Records Act (PDF). However, public records containing information of a personal nature are protected from disclosure by the personal privacy exemption of state law. Personal data in our possession is maintained and used in ways that respect individual privacy. The Commonwealth educates our employees about the importance of protecting personal information and consumer privacy, and only authorized employees have access to personal information.

Information Collection

Depending on the situation, we may collect the following information about visitors to our website:
• Aggregate information about which pages consumers access or visit
• The domain name, but not the email address, of site visitors
• The location of site visitors
• Information provided to us voluntarily on online forms or surveys
• Information provided to us voluntarily by email

If you provide information voluntarily, please do not put confidential and personal information such as social security number, date of birth, bank account and credit card information, mother’s maiden name or medical information in your message. Your privacy cannot be protected or insured by the Commonwealth during email or unsecured web form transmission.

 

Information Sharing

Personal information collected on this site will not be rented or sold to third parties for marketing programs or any other purpose. State law restricts the use of personally identifiable information for commercial purposes. Depending on the specific nature of the service, information may be shared with other state agencies as stated in KRS 61.878 (5) (PDF). This statute allows for the exchange of public records or sharing of information between public agencies when the exchange is serving a legitimate governmental need or is necessary in the performance of a legitimate government function.

 

Email Communications

The Bridging Kentucky program may send marketing-related communications to individuals who have provided contact information, as well as individuals who we believe may be interested in these communications. We may obtain contact information directly from individuals, from company directories, or from other publicly available sources.

These emails may include features that track and report back the actions recipients take in response to our emails (e.g., whether a message has been opened, read, or deleted).

If you do not wish to receive email communications, you can click on the “unsubscribe” link available in each such email message or contact us and ask to be removed from our email marketing database.

 

Internet Cookies

This site may use cookies. Cookies are short and simple text files stored on your computer to help identify users and enhance customer service. Cookies do not compromise your privacy or security. Using web browser settings, you can refuse the cookies or delete the cookie file from your computer by using any of the widely available methods.

 

Child Online Privacy Protection Act (COPPA)

Except as otherwise permitted by law, the Commonwealth does not knowingly collect and use or disclose the personally identifiable information of a child under the age of 13.

Children under the age of 13 are not eligible to use services that require submission of personal information and should not submit any personal information to us. This includes submitting personal information to the website as part of a user profile or personalization profile. If you are a child under the age of 13, you can use these services only if used together with your parents or guardians. Seek guidance from your parents or guardians if you are under the age of 13.

If we decide to begin collecting personal information from children under the age of 13, we will notify parents that it is being requested, disclose the reasons for collecting it, and disclose our intended use of it. We will seek verifiable parental consent before collecting any personally identifiable information. If we do collect such information, parents may request information on the type of data being collected, view their child’s information, and, if they choose, prohibit us from making further use of their child’s information. We will not provide personal information about children to third parties.
